'"HUNGER STRIKERS" DISAPPEAR. London, May 11. Tlio police are searching for Hugh Franklin, Elsie Duval, and Phyllis Ella Stevenson, who disappeared after their licences under tho Hunger Strikers Act had expired. CONDITIONS OF RELEASE. Following is the text of the Bill for dealing with suffragette "hunger-strikers." Its object, it is stated, is "to provide for the temporary discharge of prisoners whoso further detention in prison is undesirable oil accouait of tho condition of their health." It is a curious fact, obviously due to legal precedent, that though the Bill is designed to deal with troublesome women prisoners, throughout the clauses the male personal pronoun, is used. The chief clauses of the Bill are as follow (1) If the Secretary of State is satisfied that by reason .of the condition of a prisoner's health it is undesirable to detain him in prison, but that, such condition of health being due in i whole or iu part to the prisoner's own conduct in prison, it is desirable that his release should be temporary and conditional only, thle .Secretary of State may, if lie thinks fit, having regard to all the circumstances of tlio ease, by order authorise the temporary discharge of the prisoner for sucli period and subject to such conditions as may bo stated in the order. (2) Any prisoner so discharged shall comply with any conditions stated iu the order of temporary discharge, and shall return to prison at tho expiration of the period stated in the order, or of such extended period as may be fixed by any subsequent order of tho Secretary of State, and if the prisoner fails so "to comply or return, he may be arrested without warrant and taken back to prison. (3) Where a prisoner under sentence is discharged in pursuance of an ord;cr of temporary discharge the currency of the sentence shall be suspended from tho day on which lie is discharged from prison under the order to tho day on wliich he is received back into prison, so that tho former day shall be reckoned and the latter shall not bo reckoned as part of the sentence. (!) Where an order of temporary discharge is mndo in tire case of a prisoner net under sentence, the order shall contain conditions requiring t'ho attendance of tho prisoner at any fnr- 1 tlier proceedings on his case at which his prcience may be required. It is also provided that whiero the prisoner is undergoing a sentence of penal servitude, the powers.under this Act sliall lie in addition to the powier of granting licenses under tho Penal Serviture Acts, 18f)3 to 1891.
