Harcourt, Secretary of Slate, for the Colonies, in reply, referred to tho labours of tlic Dominions' Commission, also to the Governments' efforts to secure cheaper cables and direct emigration towards the Dominions instead of foreign countries. 1 Tho Imperial Conference, Mr. Harcoivrt said, had rejected Hie Advisory Council 1 scheme, but 'the Dominions had been admitted to tho Defenco Committee, a plan which for the present was satisfactory and satisfying. It might lead to more rif.orous tics in the future, but he doubted if it could possibly lead to a closer communion, 110 was confident it had secured solidarity and Imperial comity and had greatly contributed to tho unity of tho British.
