According to law, "Any person who shall, directly or indirectly, himself or by anyone in trust for liim, undertake any contract with a Government Denartmont, shall be incapablo of being elected, or of sitting or voting during tlio time lie shall hold such contract or any share thereof, or any benefit or emolument arising from tho same. A contractor sitting or voting is liable 'to forfeit .£3OO for anv tiny on which he shall sit or vote." Sir Stuart Samuel had voted over 00 time* illegally, and tho fines totalled ,£'10,500.
