May 9, 9.30 a.m;) Ottawa, May 8, In the House of Commons, in the Naval debate, Mr. Carroll suggested that Mr. Churchill's memorandum was insulting to Canadian people, and but for • the critical situation in British politics at the time, Mr. Churchill was likely to receive the censure of Parliament or be driven out of public life. Mr. Carvell challenged the Government to amend tho Naval Act to make it conform to tho provisions of the Australian Act.
