Bartliou, speaking at Caen, 6aid it was notln question of yielding to the contagious madness for armaments, but the three years' service in tho Army was a permanent necessity. 'i'lioro was a difference of 180,000 men in tlio standing armies between France and Germany. The only way of adjusting* this, M. Bartliou said, was by prolongation of service.
