PREFERENCE BILL PASSED. By Telegraph—Press Association—Copyrlehl (Rec. April 30, 10.-15 p.m.) Ottara, April 30. In tho House of Commons, tho West Indies' Preference Bill was discussed and tho third reading earned. It was announced that all tho West Indies had agreed to enter into the agreement, with tho exception, of British Guiana. The contract for the new steamer service to tho West Indies does not permit calls to be mado in American, territory.
