Mr. ICirkland, editor and proprietor of tho "Northern Territory .was fined .£IOO on charges - of- scaiidalisihg 'a Judge and prejudicing a public case that was still pending. The alleged contempt of Court was contained ia an article commenting on a trial in whicli a public official had been acquitted, and in which defendant accused tho Judge of bias. Mr. ICirkland refused to pay the fine, and was sent to prison. A publio subscription was started and' realised the amount necessary to secure his release.
ANTI-ALIEN LAWS. — $ AMERICA AND THE JAPANESE. By Telegraph—Press Association—Copyright Sacramento, April 29. Mr. Bryan, United States Secretary of State, who has been conferring with the Californian Legislature on the question of its proposed alian restriction laws—a conference which so far has achieved no alteration in that State's attitude—has nojv proposed that California should suspend the intended legislation until the Federal Government has had timo to negotiate for a new treaty with Japan. The Governor refused to agreo to this.
It is now thought probable the Japanese Government will appeal to tho United States Supreme Court.
Cabinet has discussed Mr. Bryan's reply, but no statement has been forthcoming.
