Mr. ICirkland refused to pay the fine, and was sent to prison. A publio subscription was started and' realised the amount necessary to secure his release.

The Governor refused to agreo to this.

It is now thought probable the Japanese Government will appeal to tho United States Supreme Court.

Cabinet has discussed Mr. Bryan's reply, but no statement has been forthcoming.
