Improvement in scavenging and sweeping; streets, removal of sump debris, and iiouse refuse. Provision to mitigate Dust Nuisance. T A DIES AND GENTLEMEN,I am a Candidate for a seat on the Harbour Board, and in' soliciting your votes, I do so with some degree of confidence in my ability to servo your interests on that body. lam no novice ns regards Local Bodies. Ten years ago I was elected to the Napier Harbour Board as the representative of the llawke's Bay District, and three years ago I was elected to the same body by the people of Ni.pier. My time on the Napier Harbour Board is just now expiring, and I place my services at your disposal.'. " I liave now big business interests in the City, and looking at it from a purely /selfish point of view it is to my interest to see the Harbour make progress. If elected it will be my endeavour to make the Harbour the best equipped and cheapest in New Zealand. .The Harbour that can offer the greatest facilities for loading and discharging vessels, and yet make its charges moderate, must attract the shipping, and Wellington should be the principal receiving and distributing port in New Zealand. Too-often with Local Bodies Progress and Prodigality are convertible terms. I believe in progress, indeed there must' be progress, but there should also be economy—not the economy which moans reducing salaries and wages, but the economy which prevents waste of time and waste of materials. I have tho time to attend to the business of die llarbour Board, and I hold the view that the electors have no time for the candidate who has no time to attend to their business when elected.
