In the Houso of Commons, tlio .Housing Bill, framed by the Unionists, passed its Eecopd reading by 181 votes to 41. Mr. W. H. Long, M.l'. for Strand Division, said that tho Bill had been promised by a Conservative Government. Ho was in favour of State grants to local authorities. Mr. John Burns, President of the Local Government Board, opposed tho Bill on tho ground that it was 'based, on a pernicious system of doles. I
