VISCOUNT ESHER RESIGNS CHAIRMANSHIP.
MORE MEN WANTED. (Rec. April 20, 5.5 p.m.) London, April 19. Viscount Eshor has resigned the chairmanship of tho County London branch of the Territorial Force Association. Field-Marshal Sir William Nicholson succeeds Viscount Eslier as chairman. Tho brancli has adopted a resolution in favour of the adoption of some system 1 for an increaso in tho footing of the' Territorials. Mr. C. E. H. Hoblionso, M.P. for East Bristol, denied tho necessity for compulsory servifce. There were no commitments of any sort with the Continental nations, while the Dominions' action had enormously reduced the possibility of a call upon the Motherland; DISCUSSION BY THE LORDS. A GRAVE SHORTAGE. London, April 18. In the House of Lords, during a discussion on' tho Army, the Marquis of Crowe, Lord Privy Seal, said tho shortage in tho number of Territorials was a gravo matter, but not serious enough for a heroic remedy. Tho Government must seo what steps were possible on a voluntary basis to cnablo a margin of safety to be properly maintained. Lord Lansdowne, Leader of the Opposition, said lio was perplexed by the Government's utterances. Ho advocated physical training in schools. Lord Herschell said tho Government did not propose to at once introduce compulsory service, but when present inquiries had been concluded it would not shrink from any steps necessary for tho public safety.
