James Allen, New Zealand's Defence Minister, Sir Louis-Gouiri, Premier of Quebec, and Earl Grey, ex-Governor-General of Canada, were among tho speakers. It was announced that tho Institute had arrang,ed with' Mr. Allen to deliver addresses in. Quebec,' Montreal, Toronto, and Winnipeg. "A COMMON RESPONSIBILITY." Sydney, April 18. Speaking at the Million Club ; s luncheon to the Empire Trade.Commissioners, Mr. Foster, Canadian Customs Minister, declared that Mr. Allen's visit to London would undoubtedly prove very important. He trusted an outcome of it would bo an immediate* advance' towards practical recognition of tho common responsibility in defence matters and the establishment of a permanent joint policy to givo it effect,
