Balfour, M.P., at a city banquet, referred to tho Liberal proposals for the reform of the House of Lords, and argued that the more representative they ■made the Second Chamber the tnoro it would assume the power now held by the House of Commons. Mr. Balfour instanced the French Senate, which had recently turned out the French Government. Ho would be deeply grieved to see tho undisputed weight of the House of Commons largely transferred to the Second Chamber.
