A report emanating from Loudon, and indicating a favourable settlement of tlie Panama Canal tolls question, is not confirmable in official circles here. President Wilson is understood to .be anxious to shelve the question until the tariffs have been settled, thus avoiding tho possibility c« fissures developing in the Democratic majority.
