Names of candidates, of whom not more than thirty will be admitted annually to tlio Navy, should reach tlio Secretary of the Admiralty before April 30. Bcloro *tho examination o. report will be obtained by tlio Admiralty from tlio candidate's headmaster, ami an Admiralty committee will decide his eligibility to' compote. Tlio usual mnlic.il tests must be passed. The examination, will be in English, English history and geography, French or German or Latin, miitlicmalijs, physics and chemistry, and elementary engineering. Certificate A obtained in tlio Officers' Training Corps will entitle the holder to an additional 201 marks. Successful'candidates will bo admitted, as naval cadets to a course of training, and will then bo distributed as midshipmen in the fleet. I'hey will bo older than Osborno midshipmen, but their gervico in that rank will bo shorter and they will lyi about a year older than tlio regular cadets are in attaining the rank of lieutenant. This will bo no bar to their advancement. Tlio samo subsequent career will bo open to them as to officers who liavo entered through Osborno. This scheme has been rendered necessary by .tlio new requirements of tlio air and submarine services and the necessity of officering the Dominion Dreadnoughts. "Tlio greatly augmented demand for officers will be met in part by promotions from tlio lower deck and in part by nbfwption of officers of the Royal Naval Hicservo from the mercantilo marine?' But estimates of the numbers of lieutenants likely to bo wanted in tlio years from 1016 to 1920 show that these supplementary sources of supply arc insufficient. Tlio scheme of schoolboy cadets is an "emergency'measure."
