'Herr von Betlimann Hollwcg;, the Chancellor, emphasised tho great impression evoked throughout tho country by the patriotism of tho propertied classes in cheerfully bearing tho whole burden of a levy of a. milliard marks, and also upwards of half a milliard for recurring expenditure. Extraordinary sacrifices, added the Chancellor, were needed 'to secure German strength and peaco. He warned the House against dallying with the idea of an Imperial income tax, which would throw on individual States tho whole of the taxation and cause confusion. The "Koelnische Zeitung" draws attention to a remarkable exodus of capital from Germany to Switzerland. This is attributed largely to the prospective war levy on property. REDUCTION OF ROYAL STAFF ASKED FOR. Berlin, April 13. The Centre Party carried a resolution in'the Reichstag against tho War Minister's wish, demanding an immediate reduction in the numlior of officers serving as personal adjutants to German Sovereigns and Princes. .
