' The. writer stated that he was a fruit dealer, and received many consignments from both north and south. It was astounding to see how few came through unbroaehed. Ho stated that tho evil was undoubtedly increasing, and ho suggested that tho Railway Department should employ a capable official or two, to note and tabulate all complaints so as to select tho places wero tho losses ' were most frequent. Several members of the council said that tho statements in the letter appeared to bo only too well justified, and it was decided to forward a copy of tho letter to tho traffic manager. ■
