In 1 celebration of tho inauguration o£ Parliament tho city is decorated with triumphal arches and flags, and the streets arc thronged. Ono hundred and eighty-seven senators and five hundred members of tho Houso •of Representatives assembled in the Lower Chamber out of a total membership of 870. Nearly all woro frock coats and top hats. Tho senior member of the Houso of Representatives declared Parliament opened. Tho. ceremony was simple, but impressive. ■ • There aro great rejoicings throughout China.
