Tho Socialists loudly checrcd General Houssler, a retired Bavarian artillery officer, who declared that universal service merely existed on papw, and Hint the growth of tlio army had not kept pace with the increase in population. Germany (lie asserted) was unablo financially to maintain, completo conscription. Ho declared that tho officers were insufficiently trained and the artillery was bcluw modern requirements. The War Minister, General von llccringen, denied General Hcussler's allegations.
