Captain Carver, late commander of tho gunboat Torch, in a letter to the "Morning Post," states over two years has elapsed since the Torch sailed from Sydney in a condition which would not render a private owner liable to penalties. No inquiry was held, and the Torch still [(Miked ijt Deceml>er, although .£12,000 had been spent in repairs. Out of nine ships comprising the Australian Squadron in 1911, dangerously unseaworthy, and two in a bad condition. Captain Carver accused Mr. Churchill, first Lord of the Admiralty, of misstating the facts of the case.
