He took office last December with the whole of the Diet against him, and the Diet has defeated him, and it represents, the electorate. "The Diet," says the "Times," "are determined to defeat once for all tho pretensions of the Elder Statesmen and the military party to overrule them." The Japanese are feeling the burden of the taxes for armaments, and there is somo difficulty in finding a ,War Minister who will "make himself responsible for the. policy of military retrenchment," which will alone satisfy the people. ■ "A (special society has been formed," says "the "Morning Post," "for the protection ; of th.e Constitution, and passionate speeches have been made against the bureaucracy, the Elder Statesmen, and the' Clansmen."
