MR. CHURCHILL'S ADVICE. SOME LONDON CRITICISMS. ALLEGED INDISCRETION. Br Telesraph—Press Association—Copyright (Rec. March 18, 11.5 p.m.) London, March 18. Tho correspondence between Mr. Churchill, First Lord of the Admiralty, and Mr. Borden, Prime Minister of Canada, regarding Canada's naval policy, has boon published in tho "Daily Graphic." Mr. Churchill's memorandum makes no reflection on the industrial, efficiency of Canada, but points out that for the present it is obviously wiser to buy battleships where they can be built most cheaply. - • i
The "Daily News" says the correspondence removes any suspicion that Mr. Churchill thrust his opinion at tho Canadian Government, but expresses the unwisdom of building battleships with unnecessary emphasis. The "Daily News" also disagrees, with Mr. Churchill's statement as to the difficulty of the Admiralty in assisting Canada in the manning of its own fleet. ■ Tho "Daily Chronicle" blames Mr. Churchill for gratuitously 'entering intp the lists between Mr. Borden and Sir Wilfrid Laiirier, the alleged impracticability of the Canadian Navy scheme being almost entirely, a matter of money, and Canada was unlikely to acquiesce in abandoning it as slio had already accomplished remarkable engineering feats. The "Chronicle" hopes that Mr. Churchill's sound instincts and appreciation of Felf-governing rights will enahlb him to repair tho' mischief of his present indiscretion. "Tho Times" justifies Mr. Churchill's action. PREPARATIONS FOR AN ELECTION. Vancouver, March 17. According to the "Toronto Star" the Government circles are preparing for a general election.
