EXPECTATIONS NOT REALISED. By T«leKraph—Pre»a Association—Oopyricht (Rec. March 12, 10.30 p.m.) London, March 12. The Associated Chambers of Commerce have passed a resolution in favour of universal training. In the House of Lords Lord Galway will introduce a-Bill instituting a ballot to maintain the Territorial establishment, tho shortage to be drawn from men between eighteen and thirty years of age. A Blue-Book has been issued phowing that the Army is 84,811 below the establishment, 'but that there has been a slight increase in recruiting in 1912. Expectations were not realised owing to the loss by emigration, the prosperous state of trade, and the predilection of recruits for the Navy.
