' In connection with the disaster during the German naval manoeuvres off Heligo'land, it is officially stated that the flotilla including torpedo boat Sl7B led at half steam, and steered in accordance with orders eastwards to giro the cruisers room. Bad weather prevented the vessels ' keeping formations. The torpedo boat Sl7B attempted to cross ahead of tho cruiser Yorck, but failed to manoeuvre properly, and a collision was unavoidable.
