The town was decorated, and great crowds waited for four hours, when a telephonic inquiry revealod that the messago was a hoax. Tho Governor of StrasbuTg. General Baron von Egloffstean, oblivious to the fact that tho Kaiser was 1000 miles way, summoned the garrison as direotcd;' The populace of the oity believed that war was imminent, and tho women wero in' tears. For two hours 18,000 troops stood on the D&rade ground... ; '
