On tho second reading of the Bill there wag a straight party vote. Mr. Borden, the Prime Minister, emphasised, the point that Canada's policy was a direct outcome of the Admiralty's wishes, and was the only policy giving what the Motherland really stood in need of. He added that if the Liberals were in power to-morrow they ' Would never carry out Sir Wilfrid Laurier's soheme.
