Brussels, February D. The Chamber of (Deputies, by 100 to 83 rejected the Universal Suffrage Bill. M. Vandervelde, leader of the Socialist party, intimated that the Socialists would now order a general strike. '

They aro not onlyaccumulating funds for tho purpose at their chief headquarters, but also prevailing upon all workmen Tapidly to increaso their savings by every moans. J. heir Liberal allies are discountenancing this scheme, from which they only expect strife, misery, and public exasperation and reaction against any idea of reform. On-the other hand, the official authorities nnd larpo labour employers are expressing tlioir intention to wreck tho movement by applying for masses of foreign hands (Frenoh, English, and especially German) as soon as labour is suapended in Belgium,
