Mr. Fuller finds that a section of the chiefs employed by the Rubber Company is chiefly responsible! for the atrocities. Several .'of the chiefs havo admitted culpability. Indians have been bought and sold to settle ordinary debts, and a state of espionage prevails. Spies employed by the Rubbor Company havo used every effort, he states, to prevent investigation.
