Mr. Fuller, United States Consul, reports that conditions at Putumayo have greatly improved. The Peruvian Minister, Senor Pezet, announces that his Government has decided to establish' missions throughout tho affected district and cooperate with tho Roman Catholio hierarchy to improvo the status of the oboriginesi The Government is also erecting wireless stations to keep in touch with the Putumayo country, "and culprits wherever found will bo prosecuted.
Mr. Fuller finds that a section of the chiefs employed by the Rubber Company is chiefly responsible! for the atrocities. Several .'of the chiefs havo admitted culpability. Indians have been bought and sold to settle ordinary debts, and a state of espionage prevails. Spies employed by the Rubbor Company havo used every effort, he states, to prevent investigation.
