Parliamentary circles aro excited because Colonel du Paty do Claui, who was prominent in tho Dreyfus case, has been reinstated in tho Territorials. M. Millerand, Minister for War, explained to Cabinet that ho took the wholo responsibility, and tendered his resignation. ' Cabinet had a heated meeting. M. Poincare, tho Prime Minister, threatened to hand the President his resignation. / It 13 believed that not a single' member of Cabinet appro fed of the reinstatement of Colonel du Paty do Clam. Ultimately M. Millerand's resignation was accepted. M. Lo Brim, Minister for the Colonies, succeeds him. .■','. (Eec. January 14, 0.40 a.m.) ■ Paris, January 13. M. Millerand, in. a. letter to Cabinet, eaya the reinstatement of Colonel du Paty de Clam was in fulfilment of a promise made 'by M. Messimy, his predecessor in office. As the action was assumed to be, unwarranted in view of its political character he therefore tendered his resignation. Cabinet, in,-reply, Tegretted that the explanation would be unacceptable to Parliament. "■■■•' .'...'. M. Besnardj Under-Secretary for Finance, succeeds M. Lo Brun.' In some quarters .the incident is regarded as part of an intrigue to jeopardise M. -Poincaire's prospects of election to the Presidency.
