ENGINEERS' COUNCIL AND DELEGATES. By Teleuraph—Press Association—Copyright (Rco. January 1, 8.15 p.m.) London, December 31. The Executive Council of tho Amalgamated Society of Engineers has summoned the branch delegates to rescind the alleged unconstitutional alterations to the rules. The delegates met and suspended the whole Council, and pending a fresh ballot, appointed a provisional oxecutive, upon whloh tho Council immediately suspended the'branches, who are puzzled to know which of tho rival Councils they aro to obey.
