TURKEY'S COUNTER PROPOSALS. ALLIES STAND FIRMARTICLES OF THE PROPOSALS. (Rec' December 29, 5.5 p.m.) '.-■■"' London, December 28. The Turks presented counter-proposals to the Peace Conference, which,'after discussion, adou'rned till Monday. It is semi-officially stated that the coun-ter-proposals include :— The retention of Adrianople; The conversion of Macedonia into a neutral State, with' Salonika as the 'capital, under a Protestant prince, to be chosen by the Allies, on the Sultan's nomination; Albanian autonomy, under the Sultan's sovereignty, and Tinder a prince of the Imperial Ottoman family, chosen every five years, with, the possibility of renewal of appointment; Aegean Islands to remain Turkish; The Cretan question is beyond 6copo of the Conference. The counter-proposals, proving unacceptable, the Turkish delegates declared that they must recommunicate with Constantinople. , : ' NOT FOR MONTENEGRO. THE PORT OF SCUTARI.
(Reo. December 29, 6.5 p.m.) • Vienna, December 28. The "Neue Freie Presse" states that Austria objects : to Montenegro securing Scutari from the Turks in the peace settlement. The ground of objeotion is that Scutari is exclusively inhabited by Albanians, and must be incorporated in the new Albanian State. f '•'"" AUSTRIAN WAR PANIC. RUN ON THE BANKS. '".-'■ Vienna, December 27. .The Secretary of the State' Bank estimates that thirteen .millions sterling was withdrawn from the' banks during the war panic, which seriously affected industries. A Renter message states that the Allies' delegates are amazed at the Turkish, coun-ter-proposals, which they consider are impossible to.seriously discuss.
