UNHAPPY PERSIA.

Professor Edward Q. Browne, one of the highest living authorities on Persia tind the Persians, is the author of a most harrowing article in the "Contemporary Revifiw," in which he describes the terrible cruelties committed by Russian officials in Northern Persia upon the hapless constitutionalists, who objected to tho Russian occupation. Professor Browne produces evidence that. Shuja lid Daivlii tortured, hanged, strangled, and stabbed his victims, cut them in two like sheep, hung their bodies up in the bazaars, nailed horseshoes on the feet of some, and drove thein through the streets, gouged out the eyes of others, and cut out their tongues. Ho caused others to be thrown into a largo tank of water, round which were men with clubs, who struck at tho victim's head when it showed itself above water. The offonce for whioli these people were punished was their alleged "Liberalism. Professor Browne nccusos Sir Edward Grey of conniving at these atrocities through his desire to propitiate Russia at all costs, in view of the situation in Eiirope. It appears that photographs were taken of the wretched victims of the Russians, and those photographs are extant. It is a severe indiotment of British policy in Persia.
