MR. HAVELOCK WILSON'S CIRCULAR. By Telegraph—Frees Association—Copyright (Rec. December 20, 11.5 p.m.) London, December 20. The shipowners deny that the members of tho Sailors' and Firemen's Union have fully concurred in Mr. Havelock Wilson's circular. Ninety per centum at sea, they state, are still unaware of the increase in wages.
