ARREST OF SENOR'AMNA.

Lima, December 17. The Judge who is investigating the Putumayo outrages : has ordered the arrest of Julio Arana;
Sonor Julio Arana, from whom the Putum'ayo. Eubber Company purchased its territory, is local director of the company, and stationed at Iciuitos. Under his direction are 45 central rubber-collecting (stations or sections, over each of which is a "chief." Each of these holds a list of Indians living in his district, and assigns to each a certain number of kilos'of rubber, which must be delivered every tea days. This chief is assisted by from five to eighty armed employees, the number varying according to the size of his section. If the workers at the close of the ten days brought in less than the required quantity they were flogged mercilessly, frequently mutilated, and.often even murdered in the most horrible manner, their relatives also being made captive.
A EIOT ENGINEEEED. Lima, December IG. Two Government Commissioners who were inquiring into the rubber atrocities, were severely injured in a riot on the rubber fields, which was instigated by influential interests.
