MR. BRYCE BANQUETTED.

1; - PEACE AND RECIPROCITY. (By Teleßraph.-Special Oorresrondent.) v (Rec. December 15, 5.5 p.m.) Washington, December 14, Mt, James Bryco, tho retiring British Ambassador,,in the course of a speech at a banquet at which he was entertained here, declared that in the proposed celebration of the American centenary it would be better to celebrate the wisdom by which yars were ended than the want of skill and wisdom whereby wars were made possible. Mr. Bryce said he had had nothing whatever to do with Canadian reciprocity except as a mere intermediary. The questions involved were entirely for the United States and the Canadian Government to settle. Canada's Tefusal to enter into tho agreement was not a mark of unfriendliness, but merely meant that she considered the bargain was not sufficiently good. All nations ought to be involved in the proposed peace celebration in order to provide am object lesson to the world.
