Mr. Stuart Samuel, M.P., in giving evidence before the Select Committee which is inquiring'into the propriety of his position in Parliament, in consequence of the transactions of the India Office with the banking firm in which he is a' partner, stated that the purchase of silver for the the India Office had been entirely conducted by his partner. The witness was personally not cognisant of the transaction. A ring existed in India to buy up silver, and his firm was the only one not connected with it, and therefore the India Office employed it to make secret purchases. ■ ...... ■ ' ' —* ;
