«• SIR ROBERT STOUT SWORN IN. Eis Honour the Chief Justice, Sir Rob" ert Stout, was sworn in as Administrator of the Government yesterday morning by Mr. James Andrews, Clerk of the Executive Council, in the presence of Mr. Justice Sim, and the following members of the Executive:—The Prime Minister (tho. Hon. W. F. Massey), tho Hon. W. H. Herries, tho Hon. \Y. Eraser, the Hon. A. L. Herdman, and the Hon. F. H. D. Bell. Sir Robert Stout will hold office until the arrival of tho Governor-designate, Lord Liverpool. At the ceremony Mr. Andrews read tho dormant commission under which the Chief Justice is appointed Administrator. While ho holds office, Sir Robert Stout is entitled to bo styled His Excellency, and to rcceivo all tho honours attached to tho office of Governor. It is not proper to speak of Sir Stout as Acting-Governor. There is no' such office recognised under the law.
