THE EMPIRES NAVAL NEEDS. By Telegraph—Preae Association— Oopyriffit London, December 1. The "Observer" condemns the ''Daily NewsV' "narrow, petty, and mean" view tbat warships presented by tho Dominions should be used to relieve the annual programme of construction. Mr. Churchill, it declares, had not made a Bccret of tho fact that tho fleet was enough to defend tho Empire in Home waters without a margin for more distant ■ services. It is unlikely, says the paper, that the Dominions would huve their ships tied up in, European seas without any vessel being free to.aid them in the.ir emergency. The "Observer" demands two keels to one, with Imperial ships additional. This would leave six ships free to join the Imperial patrol. A policy was needed effectively to control the naval material of the Empire. It was conceivable that if ships were lavishly provided, tho strain of manning and maintaining would be- a greater burden than aid.
