In the House of Lords, the Criminal Law Amendment Bill, which deals with, the white slave traffic, was read a second time. . • The Lord Chancellor (Lord Haldane), the Archbishop of Canterbury (Dr. Davidson), and Lord Lansdowne (Leader of the Opposition) supported the flogging of men engaged in the traffic. The Marquis of Crewe, Secretary of State for India, opposed flogging. He said he preferred indeterminate sentences, Lord Lytton objected to flogging, but favoured the branding of male and female procurers. Lord Alverstone, Lord Chief Justice, favoured flogging. He said he had known criminals,howl even when only sentenced to flogging.
