Lord Roberts, in speaking at a banquet given by the Association of the Men of Kent, deolared that discipline was not being instilled in the Territorials by the piesent training powers. The mobilisation and transport were totally inadequate, and as a defensive force against invasion the' Territorials wore practically useless. It was foolish to trust the defence of the country to a make-believe army, untrained, under-officered, and un-der-manned. The Territorial officers should intimate to the Government that they were not in a position to carry out the duti.es entrusted to the force, and that unless they were given the manhood of the country they cannot guarantee the 6afety of the islands.
