It was foolish to trust the defence of the country to a make-believe army, untrained, under-officered, and un-der-manned. The Territorial officers should intimate to the Government that they were not in a position to carry out the duti.es entrusted to the force, and that unless they were given the manhood of the country they cannot guarantee the 6afety of the islands.
