ANOTHER CLAUSE CARRIED. BRIEF DISCUSSION. By Telegraph—Press Association—Copyright London, November 27. The House of Commons yesterday completed the discussion of Clause 15 of the Home Rule Bill in.Committee. The clause deals with the powers of taxation of the Irish Parliament. Mr. L. S. ;Amery, Unionist member for Birmingham South, moved to reserve to the Imperial Parliament power rver'Custoins and Excise. He said every federal system reserved. these powers to the central authority. Mr. Herbert •• Samuel, PostmasterGeneral, said the Bill did not give rower to tax articles' not included in tho British tariff. The amendment was negatived by 303 to 167. Mr. W. A.' S. Hewins, Conservative member for Hereford, moved an amendment to prevent the Irish Parliament from giving bounties. The amendment was defeated by 325 votes to 214. Clause 15 was finally carried, with' seventy amendments undiscussed. Two hours were spent in divisions, leaving an hour for the discussion of Clauses 16 to 21.
