SCHOOL APPOINTMENTS.

TEACHERS' INSTITUTE PROTEST, • In connection with tho. subject of tha appointment and promotion of teachers, the Education Board, at its meeting yesterday, received a letter from the Wellington District Teachers' Institute. Tha letter states that the institute feels that members of the board can scarcely have realised the importance of the matters dealt with in a previous letter to 'tha board from the institute.' The subject had been carefully considered b;r the Wellington Headmasters' Association, who recommended the institute to take action. The institute contends that , under the present system of making appointments, the best qualified teachers and those most entitled to promotion, have in some recent instances fen overlooked,, while , others with 'lower certificates, shorter service, less varied experience, and no better records have'received preferment. This statement, says tho letter, is confirmed by some late appointments to junior assistantships, which students just leaving the Training College have reoeived over the heads of thosa who left last year. The institute is of opinion that a classification by the board's inspectors is the only method of ensuring tnat consistent promotion, which can alone remove the nreiseut.widespread feeling of.unrest, and. it respectfully asks tho board for full consuderation of its proposals already submitted on the subject. ■■ ; • • •'■■■ .
