Notwithstanding these oolossal nguroa, freights and charters are higher now, than they have been for many years having been practically doubled within tho past year. , Indeed, it is safe to say that the cost of chartering a .vessel is now so high as to make theuipractically a nonpaying proposition, and thero is a 1 prospect, of charter rates declining ere long.
