SPEAKER TAKES CHARGE.
PREMIER'S MOTIONS RULED OUT. EXTRAORDINARY PROCEEDINGS. (Rec. November 21, 1.25 a.m.) Sydney; November 20. A crisis appears to be. approaching in tho Assembly with regard to Mr. Willis's rulings. To-day Mr. Moxham was called to the Bar of the House and invited to; apologise. He expressed his willingness to do so, but the Speaker was not satisfied and insisted that he must put it in writing. Loud cries of dissent and the Speaker ordered Mr. Moxham's removal. Mr. Wood was also ejected simultaneously, Mr. Willis alleging that he had interfered with the sergeant in the performance of his duty. The Premier, Mr. M'Gowen, immediately moved that Mr. Moxham's apology be regarded as sufficient. Mr. Willis inquired whether there was any objection to taking the motion how. Amid cries of: "Take it now," Mr. Willis adjourned the debate and left the Chair, •• On resuming- in. the evening, Mr. Willis practically, took tho business out of the hands'-of the, .Goyernment, and refused to receive the Premier's motions or allow him bo move the suspension of the Standing Orders even on the score of urgency. Finally after a sitting which, in the afternoon and evening combined, lasted forty-five minutes, ■ the Premier gave notice of motion to dissent from the Speaker's ruling, and immediately moved the adjournment of the House.
