HOME RULE CRISIS.
LIBERALS' DIFFICULT POSITION. PROCEDURE ADOPTED. By Telesraph—Press Association—Copyright London, November IG. It is now stated that the Government, in its plans for reversing the Banbury amendment to the Home Rule Bill, which the Opposition carried against it on Monday last, will act strictly in accordance ivitli precedent. Tho amendment, which restricts the financial iid which may be given Ireland from the British Exchequer, will in nowise be bluntly rescinded as at first proposed. It is understood tho House of Commons will first adopt an amended time-table, and thus regularise the situation. It will then proceed to discussion of the financial resolutions of the Bill, as though nothing untoward had occurred. Last Monday's resolution as amended will bo put, and negatived in favour of a new one. The Prime Ministor's rescinding motion will thus be dispensed with. Lord Knollyg, Private Secretary to the King, had a prolonged interview with the Prime Minister and Speaker on Wednesday night. The King has been constantly informed of developments. The Liberals aro disappointed at the loss Of time through* the adjournment till Monday. They oontend that acceptance of the Speaker's suggestion is interpreted as a double defeat. It is expected that the Welsh Disestablishment Bill will be dropped,' as it is doubtful whether the Home Eule Bill will pass the House of Commons by Christmas.
