The House of Commons is considering Clause IX of tho Home Rule Bill, providing for tho constitution of the Irish House of Commons. Mr. Philip Snowdcn, Labour member for Blackburn, moved on amendmont that votes should be granted women on the basis of tho local government regis|ter. Mr, J, E. Redmond, Leader of tho Irish Nationalist party, said the matter should bo loft to tho Irish Parliament. Mr. A. J. Balfour and.Mn Ramsay MnoDonald (Labour) supported the amendment. Tho Prime Minister (Mr. Asquith) replied that there was no precedent for conI fcrring tho franchise upon women in connection with the grant of self-government to tho Dominions. Ho TC-echoed what Mr. Redmond had said. , Tho amendment was defeated by. 814 votes to 141. *~~ MORE CLAUSES CARRIED. (Reo. Novoraber 6, 9.45 p.m.) London, November 6. In tho House of Commons last night Clause X of the Home Kulo Bjll, dealing with tho powers of tho two Houses of the Irish Parliament in relation to money Bills, was passed after the closure had been applied. Twenty-four amendments were guillotined. Clause XI, providing for joint sittings in tho event of a disagreement between' - * the two Houses was carried after an amendment had been accepted to confine the operation of the clause ' to public ' Bills. This was done as a protest against tho defeat of Mr. Snowdcn'e women suffrage amendment. i
