EDUCATION LAWS.

SOME IMPORTANT CHANGES. Several alterations in the education laws are proposed in tho Education Bill, introduced iu tho House of Representatives last evening. It is provided that the holder of a senior national scholarship may hold it at anv university collego and may also pursuo his studios at somo affiliated college other than that in which he mny have originally entered. New provisions are proposed in regard to tho disestablishment of schoolß. Power is fa bo given to tho Minister to disestablish any high school in which there are less than twelve pupils holding certificates of proficiency, any day technical school in which thero aro less than forty pupils and any high school in which thero aro less than forty pupils holding certificates of proficiency. In each caso a school may bo disestablished if tho Minister considors that sufficient means for tho particular class of education aro already provided in tho samo district by another school. Power is given to local authorities, who may now contribute to tho maintenance of associated classes, to establish scholarships tonablo by students attending: or who havoattended such classes.

A Court to hear appeals by secondary school teachers against suspensions or dismissals is provided. It is to consist of a magistrate appointed by the Minister, a representative "of tho teachers of tho district and a representative of the Board against whoso action appeal is made. Another clause provides that any mentally or physically defcctivo child commit.ted by a magistrate to an institution will bo in tho exclusivo custody niul control of the director or principal of tho institution.
