ENGLAND AND GERMANY.
CONFERENCE TO PROMOTE MUTUAL UNDERSTANDING. The Anglo-German Understanding Conference, which opened in London yesterday has been looked forward to with considerable interest by those who desiro to strengthen tho good relationships that exist between tho British and German peoples.
Tho first sittings of the conference will bo held in tho Council Chamber of the Guildhall, under the presidency of tho Right Hon. Sir Frank C. Lascelles, late British Ambassador at Borlin. On this occasion papers on "Commercial and Economic Competition" will bo read by Professor Dr. Karl Rathgen, of Hamburg; Sir Charles Maeara, Mr. T. Garnett, and Mr. Anenrin Williams. Later in tho same day papers will bo read on "The Press," with tho now of finding out whether any useful action could be taken by tho leaders of tho "Press" in both countries to obviato misunderstandings and to promote t good relationships between the two countries by avoiding tho publication of information avul opinions calculated to endanger t.ho friendly international relationships. Among those who will address tho couforence upon this theme are Mr. J. A. Spender (the editor of the "Westminster Garettc"), Mr. J. S. R. Philip* (tho editor of the "Yorkshire Post"), Mr. St. Leo Strachey (tho editor of tho "Spectator"), and others. On Thursday, October 31, the confereneo will bo moved to tho Council Chamber of ttio Caxton Hall, when the question of tho "Inviolability of Private Property at Sea in Timo of War" will bo discussed. Tho leading paperei on this subject will bo read by Professor Dr. Eickhoflf, member of the Reichstag, and Sir John Macdonell, end Dr. T. J. Lawrence, Lord Weardalo, and others will also speak.
The question of "Colonial Development nnd tho Kpmoval of Conflicting Interests" will be dealt mill in a paper by Sir Harry Johnston, and a representative) German speaker. Friday, November 1, will bo devoted exclusively to tho question of "Tho Promolion of Friendship Between tho Two Nations through Mutual Knowledge," when papers will lw read by Professor Sieper, of Munich, Professor Gohoimrat Foerster, of Berlin, the Bishop of Winchester, Sir Oliver Lodge, Sir George Darwin, and others. Tho president on tho occasion wilt bo Lord Courteney of Pcnwith. Among those who are expected to attend (lie conference from Gormnnv arc HonDernberg, his Excellenz von Eisendccher, his Excellenz Graf von Leyden.
