In giving evidence before the Dominion's Commission, Sir Albert Spiccr, in behalf of the Chamber of Commerce, urged the importance of the emigration of boys and girls to the Dominions as an alternative to sending skilled agriculturists who were required nt Home. The Emigration Committee of the Colonial Institute insisted on the advantages of the emigration of children, particularly the orphans under boards of guardians.
