ITALY AND TURKEY COME TO
TERMS,

Berne, October 1C Peace preliminaries have been signed by the Italian and Turkish representatives at Ouchy, Switzerland. Tho Peace Treaty recognises Italy's sovereignty over Cyrenaica and Tripolitana, but the Sultan's representative will have judicial jurisdiction over tho Moslems. Italy accepts a similar condition as.to the Caliphate's authority over Libya as was granted in tho Austrian Treaty over Bosnia. Turkey guarantees the good administration of the Aegean Islands. Italy is left to pacify the Arabs in tho hinterland of Tripoli, and pays Turkey an annual sum to reimburse tho Ottoman debt now guaranteed by the Libyan re-venues. No indemnity will be paid on either side. RESULT OF POWERS' COUNSELS. EFFECT ON BALKAN WAR. (Rec. October 16, 11.35 p.m.) Paris, October 16. It is stated that the peace between Turkey and Italy is largely due to the Powers' counsels, and that it increases the chances of the localisation of the Balkan War, and also of Italy resuming her place in the European ooncert. A COINCIDENCE. (Rec. October 16, 11.35 p.m.) Vienna, October 16. The newspapers uotico the coincidence, of the postponement of the Balkan Allies' v formal diplomatic rupture until tho signing of the Turoc-Italian pence treaty. ITALIAN PREMIER'S VIEWS. Rome, October 15. Signor Giolitti, Italian Prime Minister, interviewed, said there was no divergence of views regarding the substance of the Peace Treaty between Italy and Turkey regarding Tripoli, except Turkey's demand to postpone clauses favourable to Italy until tho Turkish Parliament had ratified them. Italy could not consider such a demand, and would therefore prosecute the war with vigour, unaffected by events in the Balkans, from which he had no fears regarding the peace of Europe.
