The "Tribuna" states that, owing to (Turkish tergiversation at Ouchy, it ia understood that the Government has fixed a date for the acceptance or rejection of the Itaiiak conditions. .'. ITALY'S TERMS ACCEPTED. ' London, October i. Reuter's Constantinople correspondent states that the Turkish Ministry has accepted Italy's peace proposals. Other reports state that an official anJNinicement is expected to-day. WHAT ITALY INSISTS ON, /■RANSFER OF SOVEREIGN RIGHTS. Mr. M. H. Donohoe, the Special Correspondent of the "Daily Chronicle," has had an interview with Signor Giolitti, in .which the Italian Prime Minister insists Jipon the difference between tiie establishment of sovereign rights over Tripoli and the "annexation of that province—that is, the difference between what Italy wants and;what Turkey refuses." According to Mr, Donohoe, the Italian Prime Minister said:— , "We are quite willing and ready to treat with Turkey now as we have been from the first; but whether Turkey sues for peace, to-day, to-morrow, or a year hence, it Will have to be on the basis originally laid down by us-that as a preliminary she recognises our Sovereign rights over Tripoli and Cyi'enaica. There has been, talk of 'a decree of annexation.' Now, there has been no annexation iu the sense of,making Tripoli and Cyrenaica an integral part of the kingdom of Italy. \yhat we have done is to proclaim our sovereign Tights over tho territories in question. Much stress has been laid upon this point of annexation by Turkey, but there is a difference—an important difference—and— . ; ;...', ■"I should be glad if you would draw special attention to this. ' The distinction ibetween outright annexation and the proclaiming of sovereign rights over Tripoli is of especial importance to the Mos-lem-inhabitants to whom we have guaranteed inviolable liberty, justice, and certain special rights and privileges. These latter include tho free, unhampered exercise of their religion and the continuance of their old established laws and customs. .What has really taken Dlace is that the overlprdship of the territory in question has been transferred from the Sultan >ol Turkey to the King of Italy."
